NYPD Arrest Quotas & Fabricated Drug Charges

I've seen a few threads where conservatives have tried to discredit the WallStreet Occupants by noting referring to drug users at the rally. Given the impartiality (or lack thereof) of the NYPD, I wonder how many of these claims are justified.

It actually doesn't surprise me about the NYPD either. However, the Occupy Wallstreet situation is a little too public to pull the fabricating drug charges routine.

It's too public to get away with it for long - if they do it too many times, someone will get caught on camera - but it's not too public for them to try. One would think a crowded bar would be too public a place to do it, too.

I had thought that quotas for police were illegal.

Unfortunately quotas for the police is legal in most states :evil:
