The former president of Russia. He resigned in 2000, and right now he is no longer alive.

The reason I am asking is because he was considered a hero before the first election in 1990; then the opinions about him spiraled down. So I was wondering what is the attitude right now, that all the dust got settled.

Well, I don't know enough about Boris Yeltsin to intelligently comment on how good or bad he was as a leader. I'm sure his legacy suffers because of the struggles of the Russian economy in the 90s after the collapse of the Soviet empire and her embarrassing defeat at the hands of the Chechens. Putin's popularity now is because of Russia's economic rebound and his restoring their honor as a military power after Yeltsin's term as president. Most people in America probably remember Yeltsin for his alleged drinking problem.

That tends to happen when you send tanks to dissolve parliament. Also when you pay off corrupt cronies to ensure re-election after sinking to a 2% approval rating.

He also started the war in Chechnya in a bid to improve his approval ratings and he placed the separatist leader in power in Chechnya to begin with. One of the worst leaders of any country at any time ever! He was legally removed from office in September 1993.

I gave him a 2. He wasn't the democratic reformer he portrayed himself as to rise to power, and his job performance suffered from being such an unbelievably huge lush even by Russian social standards. You probably could have used his blood to fuel a race car or a small rocket!
