The way it looks even the interns wouldn't have adequate time to read them.
I think his point is that they aren't getting read by anyone before a vote......

These Solons have their staff boil the bills down to 25 words or less and nave their staff write the legalese so that the laws will pass muster in the courts.

The -real- lawmakers are the drones and staff grunts who work for the "lawmakers" who posture and huff and buff on the floors of their respective Houses. I think Plato would have been surprised to see that the actual "philosopher kings" were relatively low payed staff grunts.

People elect legislators, legislators vote in a constitutional process. At least at the Federal level, there is no requirement that a bill actually be read (there are some senate rules that might be on point), but nothing that has the force of law.

I'm fairly sure there's a few voters who go in to the voting booth and pick canidates by random.

When that happens democracy is doomed. It may take a while, but eventually a democracy where the politicians loot the treasury in order to be re-elected is going to fail.
