Unless you mean touching to be pre-marital sexual relations. Then most in theory do.

I am Muslim and I can tell you that Islam forbids sex of any kind before marriage. This includes kissing and touching.

I think most of this crap comes from the an ascetic worldview. My very basic understanding of this nonsense is that the world is controlled for the time being by the forces of evil and the body is inhabited by some sort of demonic presence. Giving the body pleasure only helps this presence continue its habitation. I presume this is the premise for burning heretics and the like ie forcing the demon out.

As I said I only have a very basic understanding of asceticism.
