Imagine you are king of the illuminati and your goal is to wreck as much as possible and maximise pain and suffering to the greatest number of people in order to open a gateway to hell.

However, because you have to be stealthy in your machinations, you can only bring things about through investing vast amounts of money into 3 things. Who or what do you invest in?

I would also looking into constructing roads in the patterns of occult symbols, such as odegrals, thus creating fields of low level evil surrounding major cities. Tying up phone exchanges for, ooh, 45 minutes would also help at causing a ripple effect, as people take out their annoyance on other people.

And you (as big brother) could just use that to keep tabs on the whole population. The whole population would just eagerly come to you (like depraved livestock offering themselves up to the slaughter).
