What do you think about someone who refuses to make a promise to you?

When you a person of authority parent or boss in large company, when you subordinate, kid or spouse refuse to make promise to you

Recently i come across this article about mom who caught her son on gay sex and he was very honest that (you can say too honest IMHO )

In any case, what you think about refusing to promise (to you parents, boss, spouse friend whatever if you knew that you very likely break that promise?

If the choice is: refusing to make promises verses making promises that the person knows that they can't keep, then refusing to make promises would be the lesser of the two evils (in most cases I suppose).
