Why are "blockade" protests still allowed?

With McDonalds distribution sites around the currently UK being blocked by vegan protestors and unending protests before the pandemic blocking off bridges and central high streets, why have the police been so idle at dealing with them?
I always thought that preventing businesses from trading, causing them financial difficulties and intentionally preventing regular members of the public from free movement was outside the protections of freedom of expression and demonstration rights.
With this new police, crime, sentencing and courts bill being put into motion hopefully very quickly, it'll be interesting to see how the police will use these new powers but I fear they will be too cucked to use it.
