Essentially, it was a way to crack down on prostitution, even though plenty of non-prostitutes got caught in the dragnet.

In the post Civil War Jim Crow South men were the targets of temporary "round ups" ...vagrants public drunks and others...on flimsy charges...when local industry need temporary slave labor. The local government would lease you out as part of chain gang to do some seasonal scut work...like harvest tar in the pine forests. Usually Blacks, but many Whites would get caught up in it. Many died from overwork or flogging.

All enabled by one little loophole in the laws that abolished slavery..."you cant own folks or put them them into involuntary servitude...except as punishment for a crime.

When ya think about it...this system of "non slavery slavery" had a certain twisted genius to it. In the old days private individuals owned the slaves and therefore had to be responsible for the feeding and upkeep of their own slaves. But this post bellum slavery was the best of both world...private companies got to rent temporary slaves, and the upkeep for the slaves was paid for by the taxpayer! Or the slaves had to support themselves after a brief incarceration, but could never really be free because they might be arrested again at a moments notice.
