Why did Katherine Harris both purge voters and stop a count?

As if the conflict of interest wasn't obvious enough she was also co-chair of George W. Bush's election efforts in Florida... and, if her political history is sifted through it is akin to an encyclopedia of scandal, blunder, fraud, and religious intolerance (until in the end her own party withdraw support, all similar to the current nominee...)

And the only reason the supreme court gave was "we ran out of time"? How is that a reason to elect a president? How can a local state's secretary of state be able to choose her preferred candidate?
