Collisions with underground trains are still quite rare. On some systems a controller can shut a train down remotely. Trains can also shut down automatically if they run a light. It is interesting it was in an over-ground part. It might have been in a periphery suburb, so wasn't as well monitored.
I was just on the Metro last week with my 6 year old and the trains kept stopping in tunnels, and he asked me if one ever hit another from behind. I think I won't tell him about this because he would tend to get very afraid of going on the Metro. I am sorry this happened. I hope they can determine how to ensure that it does not happen again.
