I can't think of any likely circumstances under which it would be
necessary for the government to enact a law or regulation. Can you?
Anyhow, here in the U.S.A. at least, anyone who proposed such a law would surely be voted out of office, both by (1) the many evangelical Christians who, for the past 50 years are so, have expected that the prophesied Mark of the Beast would take that precise form, and by (2) the many more people who would regard a barcode on their forehead as just ugly.
