There's a few different people who could have done a lot more,but not sure how much is blame.
Does Callista have a sense of a danger? if the reason for the alarm system and chain is because she does not have that sense,and not because her parents are trying to keep her well under control,they could have done a lot more than use a chain.
Am also an 'absconder' and have no sense of danger,there is an alarm system on the door [with alarm going off down stairs not up],and also difficult locks that am cannot get open without staff hearing,they also lock it with the key,the windows are safety ones and dont open far,they even mentioned using a tracking system once.
There is quite a lot the parents could have done,they should have secured the house around her,and not her-around the house-aka the more humane social model of disability.
Were the parents getting any help or left alone to cope?
Maybe the chain-however nasty it is,was the only thing they knew of that stopped her? lack of training and education of her needs?
As social services had been before,they should have done something,but that seems to be quite a common thing with them,let some children die after many of their visits,or quickly remove children from innocent parents.
