Seems he was "known to the police," and had been reported to the Home Office's Prevent program on three seperate occasions. So far I can tell, all Prevent is good for is to give curtain-twitchers somewhere to dob their neighbours in for looking a bit Muslim - clearly it's no good for actually, you know, preventing terrorism. (Our Prevent training sessions at work are always fun, as the previous two Home Secretaries ticked all the boxes for "programmed speech with multiple signs of radicalisation.")
