I dunno. While there are still racist holdouts, there are still plenty of white southerners like Morris Dees, Bill, Clinton, Jimmy Carter, and others who reject the racial hate of their part of the country's past.

So that alone doesn't kill the existing the culture of white superiority and racism.
The South still actively subverts Federal Law against minorities including blocking them from voting.
