If you see it coming, just throw yourself at the person with the taser and grab them. Unless, of course, it's an officer. That would be assault.
Edit: Of course that's assuming it would actually work. It wouldn't. The charge travels from one prong on the taser to the other, passing through whatever flesh is in its way. It won't take drastic turns and travel through other body parts, let alone through another person. The electrons simply take the path of least resistance until they get to the other side.
