On what do you base the idea that Japan had had an elected government during WWII? Their country was at that time controlled by hard right nationalists.

I was actually referring to recent times. But yes, there had been no armed conflict - with the exception of the warring Balkan tribes of the former Yugoslavia - but only because Europe was divided into two blocks during the Cold War. It was the unity provided by NATO that had inspired further European political unity.
Greece's problem largely stemmed from the collapse of the all important tourism market, admittedly due to my country's military adventurism in the Mediterranean's east end.
