A lot of people, especially in the third world, are sent to mental asylums not because they are mentally ill, but because they spoke out against a tyrannical government.

I don't know but awareness is a start. eventually the right people become informed and socially pressured to change it. that's my guess.

It's a Mitzvah to visit the sick in the hospitals and the prisoners in prison.

Right now a lot of prisoners incorrectly convicted of major felonies are being released from prison because later methods of examining DNA has shown them to be falsely convicted of the crimes for which they are serving time. That is a way of remembering the "forgotten".
