Re: the article: Doing that to another human is just plain sick and disturbing, no matter who the person was. I do find it a bit worse that the reason was basically "because she was annoying", as opposed to some sort of vigilante justice like, "because she's been beating people senseless and then stealing from them".
Whomever tortured and killed this person should be locked up for the rest of their life in order to keep them from doing the same thing to anyone else. They should be kept alive, not just for the sake of torture (a life-long prison sentence is worse than death, imo) but also so that they can participate in scientific studies that examine the causes of extremely violent behavior, should they choose to do so.
It's a pity what the death penalty does to science - once they're dead, they are no longer available to offer insight into what causes people to behave in violent ways. And the more we study a societal problem, the better we understand it and can take measures to prevent it.
