petty thiefs/strong arm artists make a tempting target for people who wish to feel superior to somebody else, but there but for the grace of god go i. IOW, most of those folk have mental/cognitive deficits which [mostly] preclude their proper civil functioning in our society. institutions are the only place for such folk in our modern times.
