Why do you rush to the conclusions that they are cutting benefits because they are evil when states have been recklessly overspending for decades and it's now catching up to them?
It doesn't matter when it's someone else's money. Just raise taxes and spend spend SPEND!
If taxes are as high as the voters there will allow, then they (and their state government) are going to have to learn to live within their means. Maybe next fiscal year they can make some changes in priorities to allow there to be a bigger budget for health services, but for now that particular piggy bank is empty.
