I'd like to see how anyone in good conscience could possibly argue against this.

Well, if the state and local school systems aren't able or willing to accommodate disabled children, then that's when the federal government needs to step in.

But...the governments job is only to defend basic rights and nothing else remember, its immoral for them to intact policies or programs that in any way help the public or specific disadvantage groups like the disabled lol.

Do you really want to hear about Obama takeover of Preschool?

Plus the House is too busy trying to kill the Trade Deal Authority Bill, against Boehner, McConnell's and Obama's wishes.

I'm sure you're able to enlighten me all about Obama's planned take over of preschool.

I've only heard of it from others.
He is taking it over just like he did with internet, cable, healthcare and other stuff.

He's taking over the internet? I thought the opposition wanted to raise rates sky high, and that the President opposed this.
And taking over healthcare? How is taking power out of the hands of insurance companies, that have let people suffer and die to make a buck, so poor and disabled people have a better shot at health coverage a bad thing? I'll remind you, the right had controlled the all branches of government throughout the Bush years, and never once did they try to remedy that. If that's Obama taking over healthcare, then I'm all for it.
