How about this - we do it in Canada and it's separate from the Health Policy - saves hospital money and my money:

1) You get medical problem.
2) You phone 811.
3) You're on hold.
4) A registered nurse comes on the line.
5) You tell her what's wrong.
6) She asks questions, tells you
-to come to hospital or
-to stay home and do treatments she tells you (e.g. ice pack) or
-to stay home and she'll call you every hour to check on you.

Cost: nothing.

I once broke my foot but 811 said it's a sprain: cold pack, bed.
That's 4 hours in ER saved; all I had to do was go to bed.
ER saves 4 hours of nurse/doctor time too.

If you tell employer 811 sent you to bed, they accept it because you can prove it (taped).
