I think that most likely what he meant is just that, that lunar exploration is a part of exploring Mars in the chain of events.
But it can't be like that. It has to be Trump thinks the moon is a physical part of Mars wahahahaha!
Reminds me when people flipped out over Trump talking about a space force, and then it turned out a highly respected scientist was talking about a space force years before that.
Even if he originally meant that the moon is part of the larger US space exploration program as far as I know he had not corrected this possible misinterpretation, probably because it it is another way intentionally or not to troll the resistance.
