Here, in city-run public toilets, there are directions to city-run showers and shelters.
We have quite low and still decreasing population of homeless people.

Before the Pandemic, there were at least 10 homeless people living on each subway train.

At least a couple of thousand in total live in the subways—some in makeshift shantytowns in the tunnels.

Ironically, for various reasons, many homeless people don’t actually smell too badly. It’s not only the severely mentally ill/drug addicts who are homeless, and there are showers and laundry services available (though they are a hassle).

The scent used to be much worse. The main problem is that they take up three seats when they are sleeping on the trains. And some of the mentally ill ones threaten people.

Portland city leaders continue to not agree what to do about the current homeless situation.

Many believe that the homeless are to blame, but personally I think city leaders need to realize that if city leaders can't get their acts together, then what will happen next?

As for public sinks and outdoor public toilets, I've seen a few, but they are hardly used and poorly maintained.
