San Francisco's 'CAREN Act,' making racially biased 911 calls illegal, is one step closer to becoming a law

The "CAREN Act" (Caution Against Racially Exploitative Non-Emergencies) was introduced in July at a San Francisco Board of Supervisors meeting by Supervisor Shamann Walton.

The ordinance is one step closer to becoming a law. On Tuesday, the board unanimously passed the act on first read. Next week, the bill has to be voted on again by the board, and then it will be sent to Mayor London Breed to sign.

The "CAREN Act" has been met with support and opposition since it was proposed. Several residents wrote letters to the board urging them to reconsider renaming the ordinance, citing it is sexist and targets people with the name of "Karen."
"The name of the act places a target on my name as a racist and I am not," one resident wrote in a letter to the board. "By associating the name 'Caren' or anyone elses name with such a law, really is offensive."

"I do not have objection to this act; the issue it is trying to address is wrong," wrote another resident. " I do strongly object to the the name. The insensitive choice of many people to use the name Karen as a general purpose term of disapproval for middle age white women needs to stop."

Apparently we need a separate law for making false reports on minorities just like how we needed a separate law for using cellphones while driving.

Nothing like making laws to make laws , to make other laws , feel more important .... lawmakers need to justify their existence , by making laws that cover already made laws . :roll:

Just enforce the laws we have.

This is specifically linked to Amy Cooper's case where her false report on 911 was intentionally mean't to cause harm.

In the case of minorities it's not rocket science that when a white female falsely reports a "black man is threatening me with violence" to 911 that her intention is to make sure the man is dealt with by the police accordingly.

In Amy Cooper's case her intended victim has been incredibly magnanimous in not wanting to pursue the case further given he was potentially another George Floyd.

Whenever anyone calls the police and lies to make trouble for someone they are angry with, for whatever reason, it is already a crime.

The difference is this;

Woman calls police/911 to lie saying her husband threatened her with violence - the worst that will happen is her husband will be hit with a restraining order. Its classified as a civil dispute.

Woman calls police/911 to lie that her black neighbour threatened her with violence - the worst that will happen is the neighbour will be shot dead. Under the new law this is classified as a hate crime.

The classification is made after the police sort the situation out, not before.

So, why do you think it matters how they classify their phony 911 calls?

"making a false police report is a misdemeanor or felony offense in many states, including California"

So, you could be charged before for making a false, racist police report.

The San Francisco legislation gives people the right to sue a 911 caller in civil court, and supporters hope it will make some think twice before turning to police. The discrimination leading to a hate crime need not be only racial; it can also be due to the person’s sex, age, religion, disability, gender identity, weight or height.

I do not, however, understand why a person could not sue before this, if there was proof of deliberate targeting.
