There are several actions by the Trump Administration that suggest this may be so:
1.) Creating chaos and confusion, like with the Muslim ban order, to weed out opponents (like the Acting Attorney General) and create "resistance fatigue", where people get tired of protests against the Administration.
2.) Testing the loyalty of government agencies to Trump by seeing if they would be willing, for example, to disregard court orders to carry out Trump's policies, like the CBP did with Muslim ban order. The CBP refused to allow detainees see counsel despite court orders telling them to do so, and deported people in violation of court orders.
3.) Creating a parallel structure in government that is accountable only to him, and not to the courts, Congress, or the federal bureaucracy. Kellyanne Conway speaks of this, “It’s really time for [Trump] to put in his own security and intelligence community.”
