However, it does sound like the cop's attitude was unprofessional, to say the least. He should not have said, "It's just a dog. You can get another one," because that would obviously only anger these already-distraught people. Instead, he could have simply pointed out how many lives they were endangering, and acted concerned.
Or take them in his police car and turn on the siren as they race to the vet. Shame it's only done in movies though.
In Arizona, police officers and other emergency personnel do their best to rescue animals. This cop was heartless.
