I'm 17 and I have the exact same problem. I can talk to girls occasionally, however, I want some girls that I can talk to frequently, some that I can hang out with, I mean, I'm popular among the guys at my school (Being a football player, running track, and trying out for almost anything will do that to ya), however, I'm barely noticed or talked about by the opposite sex. I also want one that I can ask to prom or homecoming, without any romantic implication. Would I like a romantic relationship? Sure. That's not my number one concern however. I just want to be friends with some girls, not just acquaintances. That's all.

Seriously though, most girls like it if you take an interest in them and their lives. Most girls, whether they appear shy or not, like to talk about what goes on in their lives to other people. If a girl approaches you, or you approach her, just ask her how her weekend was, or what shes doing for the weekend/holidays/day off school etc.
The girl will probably do most of the talking...but if she doesn't, and your stuck for conversation...then just say "well I better be going now, I might talk to you later,".
That way, instead of having an awkward silence, you can avoid it altogether by politely dismissing yourself. Of course, this is easier in theory. In practise it can be a lot harder. I still haven't mastered this particular "art" lol.

I'm not saying all girls are like this...but the ones that I knew at high school were hard to read as well. They never said what they meant, and never meant what they said. Most of all, one minute they could like you and the next, well you could be their worst enemy. Us females, we are a confusing species. :?
There are some nice girls out there though, I guess it's finding them that is the hard part. Generally, the ones who are shy and perceived as "awkward" are the ones worth getting to know. Well, thats what it was like at my high school, and I was one of them. Not that anyone really tried to get to know me anyway lol. But this isn't a rule, as some shy/reclusive girls are actually really creepy and when they get a chance, will mess with your head until you can take no more. Don't ask me why, it's just the way things seem to work around me. :?
