That is normal. They tell you not to stare, so then you rapidly look away and end up offending them because you can't bare to lay eyes on it.
A good way to try to hide this is to smile and say "Hi" then look away after they responded. That way there is an excuse for you looking at them for so long and you aren't flicking your eyes away the moment you see them
