Sure, maybe not in the traditional sense, but certainly smart enough to get along in life just fine. My father had an IQ below average (maybe 90s or upper 80s), and had great difficulty reading, writing or following complicated oral communication. He had this really great practical common sense and meticulous attitude in his work, however, which I now, years after his death, appreciate greatly. (He was a farmer by the way.)
