I'm not in great shape---but I can walk a mile at a moderate pace in about 17 minutes.
But that's besides the point.
That might actually be a good place to meet women---at one of those meetings or hearings where they discuss changes in the transit system. Over there, you have an issue in common---not wanting to discontinue bus routes in certain areas, like your area.

I get exhausted after walking for 40 mins.
My feet hurt etc
There’s no meetings planned. They going start examining the survey responses and what ever they decide will happen in January
I'm not trying to be an a-hole here, only honest:
This should be an indicator that you should take care of yourself a little better via diet & exercise. Don't do a crash diet or some crazy amount of exercise. Do eat a bit healthier & increase your activity level a little, consistently. Bit by bit you'll feel healthier and stronger for it.
As for feeling pain/fatigue after 40mins of walking.. that's all the more reason to consider cycling. It's 3x as efficient, so you could be at your destination in 1/3rd the time - or increase your range by 3x the distance before you start feeling tired. Swimming is also Very good low impact exercise for those that are quite overweight - just make sure to drink plenty of water. People get dehydrated swimming because they feel wet and don't realize how much they're sweating.
