A better question would be:
Why would such technology NOT be researched?

There's really not much which can be done. Which is why I told you to try interrupting the connection of the government computer to your brain by throwing certain molecules into your brain. If I had government computers harassing my brain, I'd throw a dopamine receptor antagonist at it, to cause a "connection reset by peer" error during their connection attempts. Even if it were actual government computers connecting to my brain, this could be a safe method to sabotage their connection attempts.
Anyway, I'll ask another question which you probably have been asked a hundred of times already (I didn't read many posts in this thread): Do you have any proofs?
Do you have proofs that this is actually a government computer connecting to your brain, and not aliens from another galaxy which pretend to be a government computer? What makes you so sure it's a government computer, and not some intergalactic trolls who find it funny to cause mental distress to you? And by giving attention to these trolls, you may actually be strenghtening the connection, making it easier for them to troll you even more.
What's the worst thing for a troll? What makes a troll ultimately unsuccessful, and an absolute failure of a troll? When everyone ignores him, and he doesn't cause any outrage.

Might be aliens.. Might also be elaborate mental health problems. (I've a 30 year history of anxiety and depression). I can't prove it's not severe schizophrenia.. Had another bad night last night: severe abdominal tension (which I've also got now).

Would be one of the first things I'd test if I got unsolicited connections to my brain. At least if I didn't voluntarily open some network ports through certain other molecules.

Secondly, covert hypnotic suggestions can also be used in Electronic Harassment.
The meds that are provided interfere with hypnotic trance induction, IMO.
Reason and personal experience strongly suggest this.

If you did secretly develop that technology would you want it in the public domain? No. it would cause riots. This is top secret technology. They've chosen someone with a technical background (I used to work as an electronics technician) and a lot of time on their hands.
It isn't the fear of riots that predominantly concerns the people involved, IMO, but this is simply speculation which wouldn't be helpful, I think.
A good start in understanding this atrocity, however, is to seriously study human psychology.
