I don't think it's viewed as creepy unless you have a creepy vibe. Most of the time depending on circumstance it can come across as arrogance , anxiety , disinterested.

I've said this ^ before, because I'm guilty of it.
That's why I don't go to social gatherings with strangers or try to flirt with people.
I know it makes people uncomfortable, so I don't put myself in those situations.

I agree it's not always seen as creepy, but usually "rude" or "arrogant".

My Uni roommate (in that picture I posted), told me at the end of the school year she hated me when we first met because I didn't make eye contact and kept looking away. I didn't smile or say much to her either, because I was so shy and timid. She thought I was "haughty" or stuck-up. I wished she had told me earlier in the year, but I've always remembered it and tried to account for the way my mannerisms might make people feel.

Showing little eye contact and looking down at the floor can be communicating that you are shy and looking to the side ‘dishonest’

Yes it can. In a pub setting, however, you probably aren't having deep enough conversations with people to be seen as dishonest. You likely aren't making promises or business deals with anyone. Random chit-chat with poor eye contact wouldn't make you seem dishonest because it's a different context than an interrogation in a police station.
