Actually, they can't. Unless said phone is an iPhone/BlackBerry or runs Android/Windows Phone 7 and there is mobile tracking installed and enabled on the phone with the proper subscription service ie MobileMe on the iPhone or Windows Live on the Windows Phone.

Unfortunately to really secure and lock down a BlackBerry when it's lost or stolen it must be connected to a BlackBerry Enterprise Server AND either a Microsoft Exchange/Lotus Domino/Novell Groupwise server. Amongst other things, you can wipe a BB clean over the air that way.
