Also, the only thing I can think of in terms of CA being homeless friendly is relatively mild weather. Otherwise, it has way to many people and the cost of everything is much to high. So, if I were homeless in CA I would consider a move if possible.

Same situation in BC.. both coastal areas have the bulk of our respective country's homeless populations.. and for the very reason you point out: mild weather. People know they can survive the Winter in the extreme West of the continent. Elsewhere? Your chances of freezing to death go up significantly. If you're going to be homeless, it may as well be as far West as possible.
I just saw a FB documentary video yesterday that said there are 40K or 60K homeless people in LA, which is more than the next top few major cities in the USA combined. We don't have quite that many, but we have more and more thanks to housing costs being through the stratosphere due to international money laundering etc. Every single day there are more people living in their cars or on the streets.
Then there are those who are homeless by choice. Survivalists who live in small wooded areas etc as an alternate lifestyle choice not to participate in the 9-5 world. I know a guy who does this.. lives near the beach most of the year, then rents an apartment for the coldest few months of the year or so, then goes back to building his shelter amongst the trees - and up in them. He looks tribal as f**k, too. Quite an interesting character.. and to think he has a degree in economics and used to work for a credit bureau! That was not the life for him, obvi.
Rents are cheaper in the middle of the continent.. but one still has to have the funds to put down a deposit, pay first/last months rent, travel expenses etc etc. If homeless people were sitting on $5K and a job opportunity they could follow through on they wouldn't be in the survival situations they're in. Sooooo moving to a cheaper location and making a go of it is far easier said than done. Doing that is for young working families who are sick of the fact that they can't afford to buy a home in the West anymore, so they relocate so they can afford to have a life and raise their kids. Sure, any homeless person could hop on a train and head East.. but to what end? More than likely theirs. It's cold out there.

It hasn't even dipped down below freezing the last ~week and one could very easily stay warm overnight beside one of our fires if they had to.

As far as the lower 48 states go, I'm in the coldest inhabited region. Only Alaska gets colder than the Dakotas, and only in North Alaska away from the Pacific coast. The small inhabited part along the coast actually has warmer weather than we do most of the time.

Probably not for those international ratings things, but it is for a lot of people who move here to the West coast.. we have palm trees on the beach at English bay. Super rich people aren't just buying property here for the money laundering - some come for the weather, too.

According to my sister's research there's Native blood in our family (She really identifies with it.) but I just look like a white guy who tans well in the Summer, so, as a tall white male I get the privileges that come with that & I know it. Meanwhile, my 1/2 Native (but looks full Native) brother in law gets hassled by cops for lesser things than I'd walk right by them doing.
Racial profiling of Natives by police across the country is about as bad as the stereotypical African American getting hassled by a Southern cop. Native reserves are often places of abject poverty & squalor, too - even right next to neighbourhoods with homes valued in the tens of millions of dollars.
It's not all the governments fault, nor the cops, nor the publics, nor the Aboriginal population's - it's a combination. It certainly doesn't help that we've had a couple hundred years of genocide/abuse etc and the cycles continue. It's not all bad, either, though.. as there are more and more hard working Native people integrating themselves into "the white man's economy," all the time - which is nice to see. Hopefully many more follow suit and decide to break the cycle, get educations & trades certifications etc.
The union I'm currently a member of and my father is the local president of just ran it's first class in conjunction with either the Squamish Nation or the Coast Salish & helped start a bunch of trades careers. This is the first time they ran an all Native class like this. It's 2018. Better late than never! Hopefully this happens more.. and faster.

I'm glad to see a Canadian who admits this. The American hating Canadians I have encountered online usually point to US racism as a primary reason they hate us, and when I bring up the treatment of Canadian First Nations, they say its all the Natives fault and that bad chiefs are the reason for their poverty and etc. Then I get the "HOW DARE YOU SAY THAT US PERFECT CANADIANS ARE RACIST!! !" rant.
