My boyfriend did politely mention it to the woman, on the very rare moment that she was actually outside (putting her trash out). She seemed nervous and mumbled something like "oh...oh...sorry about that..." then disappeared. This was a few weeks ago and it has made no difference. I often feel like marching up there to tell them to keep their noise down but they'll just say "we have a baby, we've got to live", which I know is true but I think they make more noise than what's expected and all hours of the day and night.
I won't complain about the baby screaming of course, as although it's annoying to hear I still understand that he's just a baby and that's the least of my issues I have with them.
