Sending a message and the reciver not returning it a form of bullying?

No, it is a form of free will. The person receiving the message has a choice to reply or not reply. It would be bullying if they felt compelled to reply, in a way.

It is better for someone to ignore you than to reply and say mean or hurful things that would be a form of bullying. However, the person may in fact not be ignoring you at all, just may be away from the computer is all and didn't see the message.

Kay,just wondering since i sent a GS user a PM but he didn't reply yet and he knows that i can report him so he couldn't send a hurtful message and get away with it.

not responding. The contents of the original
message could well be just such a form of
bullying.

I'm afraid that I had to
parse this question based
upon the active verb in the
sentence, rather than as you
probably intended, but YOU
might have been engaged in
bullying - the other person
certainly was not.
