I think the basic idea of math courses (aside from basic math - add, subtract, etc.) is to teach the student how to learn and then apply an abstract concept. It also helps keep the math teachers employed.
But no one is ever going to need to know Algebra. It's more useful to teach students to be comfortable with numeracy like being able to understand statistics and percentages.
