I'm sure there are many technologies available, some as simple as a computer with text-to-speech capabilities, others much more complex.
I did a google search... I saw a patent for a communication device for deaf and mute people, but it doesn't seem to cover blindness...
You could use a laptop, though it would be rather overkill and quite pricey. Though if you could get your hands on one of those OLPC laptops, that would be a cheaper alternative. However it seems its not available as a consumer product, only through donation to third world countries.
