The Istanbul figures are wrong. Maybe not all people are officially registered citizens, I am not entirely aware of that. But it is common knowledge in the city that there is more than 15000000 in the city, some say 18000000 but I am not entirely sure where they base that upon. If you look at the officially registered people (so excluding those with an official address elsewhere) it may be different but anyone I asked assured me there is over 15000000 indeed in the city. A figure which I also saw in several travel guides by the way.
I am not putting my money on it though, I am not into statistics or connected to the Istanbul promotional campaigns whatsoever, just stating what all people in the city told me (and I asked not just 1 or 2 for all clarity) as I was curious myself if the figures from some travel guides (> 15000000) were correct. The people all told me it was, although I am not sure if all of those are registered citizens. Maybe some of those are officially registered elsewhere while spending the majority of time in Istanbul.
