So they've been injecting beams since August, but on the tenth they're sending one all the way round the loop. And then in October they're moving to high-energy collisions.

Yes, matter does have an amazing "battery"/quantity of energy stored in the form of mass.
Of which energy, only a fraction is released. Going the opposite way, takes more power.
Even if you were to power the particle accelerator with many nuclear reactors, the energy that forms into mass would still be derived from the reactors.

First Law of Thermodynamics ("You Can't Break Even"): "The change in the internal energy of a closed thermodynamic system is equal to the sum of the amount of heat energy supplied to the system and the work done on the system."

In other words, there is always energy that is "wasted" in the running of any process.
