Italy:

Usually, marrying someone is an act in the law that you can only make in person. As far as I know, in Italy, you can marry with a locum tenens, I think it's called proxy marriage.

I've seen them in sword shops, they aren't illegal. Although it obviously would be illegal to use them for their original purpose.
