I think GIMP (the Photoshop-like image manipulation program) gets installed by default but if not, you can find and install it via the software centre (or whatever they call it these days - I tend to use the shell for this stuff; it would be
sudo apt-get install gimp if you want to do it that way).
Then, and not wishing to appear rude - search Google with "make photo collage with gimp".
That very quickly returned more step-by-step tutorials (many with video) than it's probably healthy to know about...
