How people decide on two bad alternative?

How do people choose between two bad choices that someone gives you? Like Muhammed ali. They try to have him go to war. So why go to war if it hurts others? I don't understand that part. They told him to go to war or to jail. This is according to the news back thing. Both are bad for the person, war or jail. I'm saying for someone else if it is bad for them with both alternatives. I'm not good explaining.

So, how do people decide on the choices someone gives or the situation you are in? If they are all bad for you, how do you choose? I mean most people and not you. And how do people live with it?

Sorry, I'm literal.

I hope people are not mad by the questions I ask. I ask because I don't know. That is all I can say about not knowing. I don't want to get into details.

During this past US election many voted for third party candidates such as Jill Stein or Gary Johnson because they thought the two choices served up by the mainstream parties were as bad as each other.

I decide by which choice seems less bad for me or by which choice seems better for others.
