Probably a combination of Budapest, Hungary and Monevideo, Uruguay.
Budapest and Montevideo are known for their amazing food, low cost of living, water health spas, and excellent old world architecture.
Culture: Budapest has more writers per capita than almost anywhere in the world. Hungarians are obsessed with world cinema, so Budapest has some amazing old movie palaces. Montevideo is one of the homes of tango music.
Climate: Montevideo has palm trees and access to the beach. Warm summers and mild winters.
Politics: Progressive.
Immigration: Based on merit.
Primary Modes of Transportation: Monorails, streetcars, and water buses would be the way to go! Part of the city would be a car free downtown with Segway and bike rentals. (I can't ride a bike, so I'd use a Segway.)
Sound Design: Each street would have calming sound generators. Think the sound of the ocean, rainfalls, breezes, etc.
Economic Incentives: Small businesses, companies that make solar and wind power parts and provide sustainable energy, bookstores, restaurants, places that recycle items into new goods, cob and papercrete home builders, farmer's markets, and local street food vendors.
