Its not that folks "like" to talk about it. Its that you wont offend anyone if you talk about it.
I personally find it a very sensitive topic, as it means that now I know what the weather will likely be like in a few days. When someone explains, say, when the weather turns hot, that worries me, as it means I will not be able to sleep at night. Plus, I fear the threat of blackouts. I prefer to just simply not tune out the weather discussion to save my sanity.

Weather is considered a non partisan, non controversial subject. And therefore "safe" to talk to strangers about.
Of course nowadays even the weather is becoming politicized. But still it is mostly a safe thing to talk about.
Again, I find weather sensitive, as it now means that I have something to look forward to, and not in a good way. I usually like to not think about the weather to save myself. But when someone discusses it, that's pretty much one of the things I focus on. Therefore, I hate knowing about the weather.
I often become fearful when news reports start, as it inevitably means that the weather report is coming sooner or later. I will deliberately try and make myself scarce when that happens. When I'm at the gym, I will usually try and change the station to something non-news related just to avoid knowing the weather.
The point is, I hate knowing about the weather and I will go out of my way to avoid any knowledge about it.

Why?
Mebe you need one or more weather dependent hobbies, sports, or pastimes in your life? Then the weather forecast helps shape decisions on what to go out and do for the day/night. Although, some Summer days are great for so many different activities that it's still hard to decide. But others are more suitable to one thing or another, so knowing the weather forecast lets me/others plan for a beach trip, motorcycle riding, kiteboarding, paddle boarding etc etc. Without knowing the forecast it'd be a bit of a crap shoot every day as to whether you chose the right activity or not, and with the price of gas and time you'll never get back it'd suck to choose kiteboarding and make the drive to Squamish only to find out there's no wind and some rain coming in.. that sort of thing.
If you have even ONE weather dependent thing in your life, you can start looking forward to weather discussions and knowing what the forecast is in advance. IMO
If I was going someplace, then maybe weather would be a consideration, but the fact is, I rarely go places. It's usually not that big a deal in cooler weather (such as during fall or winter), but summer is the biggest issue of all.
