I don't think a cigar filled with marijuana makes for a good snack, you kinda need to smoke it in order for it to function.
'Phillie Blunts' are a brand of cheap cigar commonly used for this purpose, so the name transferred to the finished product.

One says don't touch them, one says I could try them.
