I may be totally wrong, though I think it's an old Irish saying.

"If wishes were horses, beggars would ride" is an English language proverb and nursery rhyme, originating in the 16th century, which is usually used to suggest that it is useless to wish and that better results will be achieved through action. Others include:

"If wishes were thrushes beggers would eat birds!"

"If wishes was fishes we'd have 'nuff for a fry!"

"If wishes were sabres, I'd have one at my side!"

It's the greatest gift we have, to bear their pain without breaking. And it comes from the most human part of us, hope.
