I have also heard that the shaving thing is a myth. But it worked with my arms. I shaved my forearms once and now the hair there comes in bristly and dark. I actually have been shaving them every day ever since for that very reason.

I've read some theories on this, though. Such as new hair may be darker than hair that has been growing there for a while and has been sun bleached and what not. So it may not be that shaved hair comes in darker but rather the inverse, that old hair is lighter than when you first grew it.
