I never used either but I used to use Yahoo & MSN messenger & ICQ back in the day.
Skype doesnt rely on a phone number, WhatsApp relies on a phone number. You can make a video call or normal call on both applications, but WhatsApp is more popular form of texting others when you're not at home.
The way I understand it, Skype is older and more well-known even 15 years ago, since it came out in 2003 I believe. WhatsApp came out only in 2009, so its newer, and therefore slightly less popular.
But WhatApp, atleast here in Israel, is way more popular than Skype and even Facebook sometimes. People here use it all the time, sometimes even too much. I have seen people almost getting hit by cars in Jerusalem because of it in the sidewalks!
I enjoy using WhatsApp, but not all the time and not the amount of others using it. Its useful for exchanging photos and videos fast because you dont need their email address to send it to, and it gets sent faster than emails.
For texting, I use it mostly with local friends, family, and occassionaly contacting random people if they didnt answer a normal phone call.
Almost nobody I knew around here used Skype, Skype is mostly a thing here for international calls.
But again, Skype was released in 2003 and WhatsApp in 2009. Its different.
